Gender and Development Initiatives, 1999

The TA is primarily a flexible and readily accessible GAD facility to support and encourage partner DMCs to pilot-test new and diverse approaches that promote and facilitate gender-inclusive development practices. Through this umbrella TA the ADB aims to increase its contribution and support for GAD activities in the DMCs by supporting small-scale initiatives of DMC governments and local institutions.

The TA is divided into three parts.

Part A for financing small or pilot GAD initiatives of DMC governments; Part B provides support for small locally-based women's NGO projects that have potential for scaling up or replication in ADB-financed loan projects; and Part C for promoting partnerships though cofinancing with other donor regional gender initiatives.

To date activities financed under the RETA include awareness raising, advocacy, information and education campaigns, training and capacity building and mobilizing women for participation in mainstream loan projects. Since it's commencement, the RETA has financed 30 women's NGO projects across the region. An example of NGO projects financed under the RETA include: a TV drama series on impact of arsenic poisoning on women in Bangladesh; campaign against domestic violence; a book on women leaders in Vanuatu; training of locally-elected women in Bangladesh and Nepal; business training for income-generation for women in Uzbekistan; etc.

Over a two year period of implementation, the RETA has financed a total of 56 initiatives and proved to be a successful tool in

  • enhancing the gender content of a variety of operational activities
  • strengthening ADB's partnerships with innovative women's NGOs in the Asia Pacific Region
  • generating institutional knowledge of good practices and data on partners organizations
  • strengthening inter-agency coordination and gaining recognition for its gender activities in the DMCs and among the donor community
