Enhancing Gender and Development Capacity in DMCs - Phase 2 -- RETA 6092, December 2002

Given the overall success of the pioneer project, RETA 5835: Enhancing Gender and Development Capacity in DMCs, a joint ADB/DANIDA review team recommended expansion under Phase 2 of the RETA to consolidate and expand the gains and achievements of the RETA.

The primary objective of the Phase 2 RETA is to increase the effectiveness of gender planning and implementation of ADB-financed loans and TAs, together with GAD-related activities to maximize the participation of and benefits to women by consolidating and expanding the achievements of RETA 5835. The RETA will (i) promote and facilitate gender mainstreaming by building the GAD capacity of focal agencies and executing agencies in the DMCs; (ii) achieve quality improvement in the implementation of gender aspects of ADB-financed loans and TAs; (iii) assist with implementation of the ADB-wide gender action plan; and (iv) increase ADB's portfolio of activities focusing on gender.

To further address the major challenge of reducing the gender gap and improving women's social, economic and political status in the region, local gender and development specialists were recruited in five of ADB's country offices - Cambodia, Indonesia, Nepal, Sri Lanka, and Uzbekistan. One GS will also be recruited to work on integrating gender issues into the Afghanistan program.

The broad functions of each GAD specialist will focus on:

  • Promoting and supporting gender mainstreaming in loan and TA processing (particularly loans with poverty reduction or GAD thematic classification, and /or included in the ADB-wide gender action plan);
  • Facilitating loan administration to ensure the implementation of gender design features;
  • Gender capacity building of EAs, implementing agencies, and RMs;
  • Providing gender inputs to CSPs;
  • Gender capacity building of national machineries/focal agencies;
  • Developing and implementing small strategic GAD-related initiatives linked to ADB loans; and
  • Acting as ADB's in-country gender focal point.
