HIV Prevention and the Infrastructure Sector in the Greater Mekong Subregion

With its focus on connectivity, competitiveness and community, ADB's GMS Program and priorities clearly intersect with some of the key risk factors and features of the HIV/AIDS epidemic in the subregion. The evidence that links mobility and migration with the ongoing spread of HIV and AIDS in this region, particularly in relation to infrastructure development, cannot be overlooked. The goal of a more integrated, prosperous, and equitable GMS can be achieved only if this risk is comprehensively addressed.
Promoting and supporting increased connectivity and regional integration through significant infrastructure investments means that ADB must also recognize and understand the social and economic dimensions of mobility, migration, and HIV/AIDS. ADB has both an obligation to mitigate the HIV risks associated with transport and other large infrastructure projects, and an opportunity to contribute strategically and effectively to the fight against HIV/AIDS and poverty in the region.
Given ADB's comparative advantage, it can take the lead in filling gaps in knowledge and expertise regarding HIV and infrastructure development. More details on ADB's response can be found in its GMS HIV/AIDS Strategic Direction and Opportunities paper.
