Portfolio Management

The Indonesia Portfolio Management Team is responsible for the overall performance and day-to-day administration of ADB's ongoing portfolio.

The role of Portfolio Management and Project or Loan Administration is to monitor the implementation of ADB-assisted projects within Indonesia and ensure that

  • they are being implemented on schedule
  • funds are being used for the purposes intended
  • project development objectives are being met

To achieve this, ADB staff undertake a variety of review missions to examine the actual work sites. The team also conducts an annual Country Portfolio Review Mission that identifies issues and problems affecting the performance of the ADB-assisted portfolio within Indonesia and sets out an action plan to effect change.

The Indonesia Portfolio Management Team joins others in the international community to undertake a joint Country Portfolio Review to discuss and agree on actions to overcome common issues.

For consistency and to help combat fraud and corruption, a Procurement Unit has been established within IRM to review and analyze submissions of documents relating to procurement of goods, works and services (including consulting services) to ensure that ADB's policies, guidelines, and procedures are being followed.

Country Programming

IRM is responsible for all matters pertaining to country programming, including

  • conducting the country program mission (CPM) and country program confirmation mission (CPCM)
  • preparing the country strategy and program (CSP) and its annual update
  • coordinating with the Government of Indonesia, ADB Manila, and ADB's operations divisions

Project Processing

IRM:

  • participates in the processing of all projects in Indonesia
  • provides significant inputs in policy dialogue with the government
  • interacts with the executing agencies to resolve project implementation constraints

Aid Coordination

IRM:

  • maintains and facilitates extensive coordination and consultation with donors on operational and policy matters
  • shares responsibilities with other donors in arranging and sometimes chairing the Quarterly Local Donor meetings

NGO Cooperation

IRM:

  • helps establish closer links between ADB and NGOs operating in Indonesia
  • facilitates Government-NGO cooperation in project implementation and related matters

Information Dissemination

IRM:

  • disseminates information on ADB activities
  • helps strengthen media coverage of ADB's operations in Indonesia
  • organizes press conferences and briefings
  • maintains a library of ADB and other publications
