Cambodian Prime Minister to Inaugurate Phnom Penh Plan for Development Management

PHNOM PENH, CAMBODIA (4 December 2003) - Cambodian Prime Minister Samdech Hun Sen and ADB Vice-President (Operations 1) Liqun Jin will jointly inaugurate the Phnom Penh Plan for Development Management in Phnom Penh, Cambodia on 8 December 2003.

A specially-designed advanced executive development program will be run at Phnom Penh from 7-13 December 2003 by the Asian Institute of Management for senior Greater Mekong Subregion (GMS) officials.

The Phnom Penh Plan is a regional human resource initiative aimed at building capacity of development managers to help the GMS economies achieve sustainable economic development.

Inspired partly by the highly-successful Colombo Plan, the scholarship program, which started in April 2003, has so far trained about 100 middle and senior levels officials from Cambodia, People's Republic of China, Lao People's Democratic Republic, Myanmar, Thailand and Viet Nam.

Training has been in strategic planning, policy development, corporate governance, management, implementation, evaluation, and other skills central to development management and good governance.

The Phnom Penh Plan is being conducted by ADB in collaboration with several top- quality academic, research, and training institutions including the Asian Institute of Management, the Asian Institute of Technology, the Administrative Staff College of India, and the Mekong Institute.

The idea to establish the Plan was mooted during the first GMS Summit of Leaders in Cambodia in November 2002. Funded by an initial US$800,000 grant from ADB's Technical Assistance Special Fund, the Phnom Penh Plan will grow in scope and depth as resources are mobilized. In the initial two-years, the Program aims to train about 200 public servants nominated by the respective member-countries based on specific qualification criteria.

Initially, training courses will be mainly short term (from six weeks to six months) and twinning will be arranged with leading learning centers and agencies.

Regional research institutes such as the GMS Academic and Research Network, Colombo Plan, and ADB Institute will also form part of the network. Eventually, the Phnom Penh Plan will be linked to a broader network of outstanding research and technical institutions.

The Phnom Penh Plan aims to make a difference to the quality of planning and decision-making at key levels in GMS governments by equipping select personnel with the requisite learning and skills through high quality teaching programs.
