Interactive MfDR Learning Tool
This tool has been created to assist the implementation of a results focus in public sector organizations. Streamlining Country Partnership Strategies - A Quick Guide [ PDF: 568KB | 2 pages ]
Country partnership strategies (CPSs) are ADB's primary platform for designing operations to deliver development results at the country level. A review of the relevance, effectiveness, and efficiency of our existing CPS preparation procedures has found the need to improve and streamline the CPS process. The scope of the new CPS will be confined to providing the rationale for the selected focus of ADB operations by customizing ADB’s broad mandates for country-specific circumstances.

Results-based Country Partnership Strategy Guidelines [ PDF: 382KB | 64 pages ]
These guidelines deal with the results-based management approach and detailed processes, which are involved in the preparation, implementation, monitoring and evaluation of the country partnership strategy (CPS). The CPS is the primary planning instrument guiding ADB operations in a developing member country (DMC) as well as the monitoring and evaluation tool to track performance over the CPS period.

E-Learning Toolkit on the Citizen Report Card (CRC) methodology
The Citizen Report Card (CRC) is a simple but powerful tool to provide public agencies with systematic feedback from users of public services. By collecting feedback on the quality and adequacy of public services from actual users, CRC provides a rigorous basis and a proactive agenda for communities, civil society organization or local government to engage in dialogue with service providers to improve the delivery of public services.

Readiness and Capacity Assessments
A Guide for Conducting a Rapid Assessment of the Capacity of Developing Member Countries to Manage for Results
This rapid assessment guide offers a method for evaluating a country's results management capacity. It is based on five building blocks of results management. By posing questions on each building block, the guide creates an overall picture of the country's capacity to manage for development results.

MfDR Capacity Scan (CAP-Scan)
Any effort to develop serious capacity in the public sector to fully manage for results should start with an assessment of existing capacity. Diagnostic reviews are an important – and growing – source of information for governments on the state of MfDR country systems. Together with existing MfDR capacity assessment tools, the CAP-Scan allows countries to conduct an assessment that provides a clear view of capacity gaps, develop actions to address them and targets donor support.

Technical and Capacity Readiness Assessment Tool
This tool has been designed to assist organizations focus more upon their results. Results Monitoring and Evaluation

ADB Development Effectiveness Review
The Development Effectiveness Review, an annual report by ADB's management, assesses ADB's progress in implementing its long-term strategic framework, the Strategy 2020. The review covers all operations financed by the Asian Development Fund and ordinary capital resources. It presents emerging trends and identifies actions for improving corporate performance.

ADB Development Effectiveness Country Briefs
This series presents how ADB's operations help improve people's lives in developing member countries and the challenges ADB and the countries face in pursuing agreed development goals. The briefs complement the annual Development Effectiveness Review in reporting on ADB's performance using the ADB Results Framework indicators. The Development Effectiveness Review reports on corporate performance while the briefs focus on country-level performance.

The Multilateral Development Banks' Common Performance Assessment System (COMPAS)
COMPAS assesses the multilateral development banks' capacity to manage for development results using a common performance framework. It is published annually by the multilateral development banks' working group on MfDR.

Balanced Scorecard for State-Owned Enterprises
This book provides analytical guidance based on international best practices in state-owned enterprise performance management and corporate governance. It contains a road map for governments to use the balanced scorecard to better manage their public sector organizations.

MfDR Sourcebook, 1st edition
The First Edition of the Sourcebook (2006) highlights how countries and development agencies are managing for results at national, sector, and agency levels. It compiles some 20 examples – illustrations of how different groups in different circumstances applied the principles of managing for results, what challenges they met, and how they attempted to meet those challenges.

Learning by Doing: The Nepal Results-based Country Strategy and Program
In 2004, ADB piloted its first Results-Based Country Strategy and Program (RB-CSP) in Nepal. The lesson note reveals that there is no blueprint for RB-CSPs. Rather, the note focuses on the results approach with its good practices, lessons from experience, and practical responses for consideration by results management practitioners.

Stocktaking Report of the Results-based Country Strategy and Program Process [ PDF: 865KB | 50 pages ]
This stocktaking exercise of the results-based country strategies and programs (RB-CSPs) process was initiated by ADB's Results Management Unit in early 2006 as part of a series of learning initiatives. It covers seven RB-CSPs (Bangladesh, Bhutan, Cambodia, Mongolia, Nepal, Philippines, and Uzbekistan) and focuses on the process rather than substantive elements of individual CSPs.
