Awareness and Learning Initiatives for DMCs: Regional Workshops

ADB convened two regional workshops to prepare for the Second High-Level Forum on Aid Effectiveness*. Both regional workshops covered harmonization, alignment and MfDR. The first workshop, opened by former ADB President Tadao Chino, was held in Bangkok in October 2004; the second was held in Bishkek in November 2004.

Based on ADB’s experience in promoting MfDR at the country level, and lessons explored at the regional workshops, the following conditions must be met in order for any MfDR agenda to gain momentum:

• The MfDR agenda at the local level needs a strong “champion” – a key officer or department with the appropriate authority
• DMCs may “learn by doing” but need to maintain a long term perspective, building on experiences and adjusting to specific local context
• All stakeholders in the DMC need to be involved, through broad participation, dissemination and communication
• Core decision-making processes and planning must be linked with resource allocation
