1st Regional Consultation Meeting on the Economics of Climate Change and Low Carbon Growth Strategies in Northeast Asia

Background

Asia and the Pacific are experiencing considerable environmental stress as a consequence of rapid economic growth. The Intergovernmental Panel on Climate Change (IPCC) estimated that developing Asia's share of energy-related carbon dioxide emissions increased from less than 9% in 1973 to 29% in 2005, and projected it will rise to 42% in 2030. ADB's Strategy 2020 addresses climate change as part of the broader strategic agenda of environmentally sustainable growth in developing member countries (DMCs). One of the envisaged interventions is assistance to reduce greenhouse gas (GHG) emissions through energy efficiency and renewable energy projects, while minimizing damage to the environment.

In this context, the Asian Development Bank (ADB) and the Government of the Republic of Korea (ROK) through Korea International Cooperation Agency (KOICA) cofinanced to implement this technical assistance (TA) on the Economics of Climate Change and Low Carbon Growth Strategies in Northeast Asia, covering the Japan, Mongolia, People's Republic of China (PRC) and ROK.

This meeting aims to initiate the regional debate on economic costs and benefits of unilateral and regional actions on climate change mitigation and adaptation; and agree on the broad conceptual framework and methodologies for the TA.

Objectives

  • Introduce the TA to government officials, climate change experts, development partners, and other stakeholders in the region
  • Have a better understanding of the regional and country-level climate change studies in Northeast Asian countries
  • Be familiar with the available tools for economic analysis of climate change
  • Obtain views or feedback on how TA could help participating countries in addressing climate change issues
  • Review and discuss the roadmap for the TA.
