4th Regional Consultation (RC) on the Economics of Climate Change and Low Carbon Growth Strategies in Northeast Asia

Background

Building on earlier regional consultation meetings, the 4rd Regional Consultation focuses on the case study of the People's Republic of China (PRC), and findings for all countries—PRC, Japan, Republic of Korea (ROK) and Mongolia—on the economics of climate change, mitigation and adaptation. Marginal abatement cost (MAC) curves will be presented for the four countries (the first-ever for Mongolia), illustrating the costs of specific mitigation technologies for the years 2020 and 2030. Results of the Regional Integrated Assessment Models, showing the economy-wide impacts of climate change on GDP in the 21st Century will be discussed. Moreover, on a sectoral level, preliminary work on the economics of adaptation up to 2050 with regard to coastal protection, infrastructure and agriculture will be presented. Finally, the web-based climate policy simulation tool (CPST), as well as the outline of the final report and main messages for the COP-17 meeting in Durban, South Africa will be discussed.

Objectives

The 4th RC aims to discuss the following:

  • the sets of options available for the countries to reduce carbon emissions based on Marginal Abatement Cost (MAC) curves. For the People's Republic of China (PRC), Japan, and Republic of Korea, MAC curves have been updated, and for Mongolia the first ever MAC curve has been developed;
  • the economy-wide impacts of climate change as demonstrated by Integrated Assessment Modeling;
  • the costs of adaptation in Northeast Asia in sectors such as (i) coastal areas, (ii) infrastructure/water, and (iii) agriculture; and
  • preliminary policy messages of the TA and development updates on the climate policy simulation tool (CPST).
