Written by the Director General of Independent Evaluation, Vinod Thomas and Xubei Luo, the book presents examples of learning from evaluation to inform policy makers and practitioners toward improving development effectiveness.
By promoting evaluative lessons, effective programs might be supported while gaps addressed. The evaluation of an early childhood development program in the Philippines as an example, has led to the extension and expansion of its innovative approaches. Another example in microfinance in the Philippines shows that programs may not benefit the targets as envisaged, illustrating the need to identify targeting issues and constraints relevant to the poor.
Thus evaluation can contribute to achieving better outcomes in highlighting what has worked, in what contexts, and why.
