Building Capacity to Respond to Climate Change in South Asia
Objectives
The main objective of the course is to strengthen the capacity of development professionals to identify and address climate change issues in the context of their work (planning, programming, project design and implementation). Specifically, it aims to:
Increase understanding implications of climate change for development policy and practice – including the science, the economics and planning approaches in order to better prepare development projects and technical assistance. Enable sector and regional specialists to identify and understand climate change issues in their work – including to interpret climate science effectively, undertake robust decision making under uncertainty; to draw on and apply risk, vulnerability and resilience frameworks effectively and to identify opportunities to maximise win wins between mitigation and development objectives. Strengthen linkages between staff in various organizations working on climate change.
Description
A review of the climate change science based on latest international developments. Discussion of regional priorities and lessons learned for addressing climate change and ADB, DFID and government future directions. An overview of conceptual frameworks being used in climate analysis of adaptation and planning processes – both "top-down" and "bottom-up" analyses of climate risk, vulnerability and resilience of systems An introduction tools used in robust decision making which consider future scenarios and utilize specific decision-making criteria & climate thresholds, for example Climate change science, policy and economics in the context of development lending. The identification of possible opportunities for collaboration, and the design of actions for implementation to reduce emissions and respond to climate hazards and adapt to climate variability.
Course design key points
The course is designed for two days of face-to-face learning. The course is designed to be highly interactive and participatory with ample time for discussion reflecting on the participants’ questions, comments and proposed involvement through policy and/or practice related to operational processes. The course context draws on references to organizational priorities and in-country experience specific to climate change and sector policies impacted by climate change. When completed the training materials will include handouts, exercises, power point presentations, and reference materials and lists in digital (CD-Rom) format. This course is designed to meet the needs of participants with basic and intermediate knowledge about climate change and development issues. An assumption there will be 15-25 participants for the course.

Draws on previously prepared climate change, CDM, adaptation, DRM, energy, transport, water and urban sector courses, presentations, reports, and published documentation from ADB and DFID.
