Distinguished Speaker Seminar: Patrick Low - Old Issues and New Frontiers: Managing Non-Tariff Measures
As tariffs have become less important in international trade, attention is shifting to non-tariff measures (NTMs). These measures raise complex challenges for international trade and trade policy co-operation. These challenges arise, among other things, from identification and measurement problems, the scope for using public policy interventions as a means of unduly restricting trade, and the administration of non-tariff measures. In addition, emerging public policy concerns in new areas are likely to lead to new families of NTMs. The WTO's World Trade Report 2012 examines these issues and considers what they imply for international co-operation and how this might be enhanced.
