Japan's 1st National Workshop on the Economics of Climate Change and Low Carbon Growth Strategies in Northeast Asia

Background

Asia and the Pacific are experiencing considerable environmental stress as a consequence of rapid economic growth. The Intergovernmental Panel on Climate Change (IPCC) estimated that developing Asia's share of energy-related carbon dioxide emissions increased from less than 9% in 1973 to 29% in 2005, and projected it will rise to 42% in 2030. ADB's Strategy 2020 addresses climate change as part of the broader strategic agenda of environmentally sustainable growth in developing member countries (DMCs). One of the envisaged interventions is assistance to reduce greenhouse gas (GHG) emissions through energy efficiency and renewable energy projects, while minimizing damage to the environment.

In this context, the Asian Development Bank (ADB) and the Government of the Republic of Korea (ROK) through Korea International Cooperation Agency (KOICA) cofinanced to implement this technical assistance (TA) on the Economics of Climate Change and Low Carbon Growth Strategies in Northeast Asia, covering the Japan, Mongolia, People's Republic of China (PRC) and ROK.

This workshop aims to provide better understanding of the country's vulnerability to climate change, and initiate national debate on the economics of climate change.

Objectives

  • Introduce the TA to government officials, climate change experts, development partners, and other stakeholders in the country
  • Present the results of the National Climate Experts' (NCE) preliminary scoping work and the work of local experts on climate change and policy developments in the country
  • Obtain feedback, from the climate change experts in each participating country, on the NCE scoping report and on the findings of local experts
  • Network with other climate change experts as potential contributors to the TA
  • Identify research gaps or needs.
