Strategy 2020, ADB's strategic framework for 2008-2020 states "environmentally sustainable growth" as one of the three strategic agenda of the bank. To support the strategic agenda, one of the five core areas of specialization identified is "environment, including climate change". The Environmental Operations Directions (2013-2020) has identified four mutually supportive environmental operations directions:
- promote a shift to sustainable infrastructure,
- invest in natural capital,
- strengthen environmental governance and management capacity, and
- respond to the climate change imperative.
The Sustainable Transport Initiative has also identified "addressing climate change in transport" one of four opportunities for scaling up ADB's support to sustainable transport. However, existing methodological challenges and resource constraints led to some of these opportunities not being maximized.
The Climate Change and Environment Advisory Team of the Transport Community of Practice is focused on implementing activities and addressing challenges unique to the transport sector. There are many burning issues and much to be done to achieve the environment and climate change related strategies and initiatives mentioned above.
Of these there is an increasing urgency in bringing about "net environmental benefits" and "climate proofing" in new investment projects. The latter is also in view of the increasing need to enhance analysis of climate risks facing ADB projects. Case studies and experiences on climate proofing of projects will be shared to provide ideas and pointers for establishing a system for climate risk assessment and climate proofing of projects in Regional Departments/divisions/Resident Missions that don't have one at the moment.
The training event will help address current concerns in these two areas and take us a step further in realizing the objectives of the key strategies and plans of ADB. It is also an opportunity to bring back the focus on environmental issues (such as biodiversity and air pollution) while continuing to address the climate change agenda.
Participation is by invitation only. Expected participants include:
- Government officials from developing member countries
- ADB staff (including from resident missions) working on transport, environment and climate change
