Background
After providing technical training on integrated water resources management (IWRM) since 2004, the Network of Asian River Basin Organizations (NARBO) held its first workshop on leadership in IWRM during the 4th General Meeting in November 2010 in Makassar. The General Meeting and NARBO’s Management Team recognized that

an effective IWRM process in river basins depends on the participation, trust and active support of agencies and organizations in the basin, and that this requires leadership by capable RBOs to influence reforms and implement project activities for better results in the basin
-
NARBO needs to strengthen RBOs’ leadership capacity (corporate and individual) to embed the IWRM process in projects and programs in their river basins.
To strengthen such leadership, the CRBOM in the Ministry of Public Works (MPW) was requested to organize training workshops in 2011 in cooperation with ADB, with support from ADB’s Managing Water in Asia's River Basins: Charting Progress and Facilitating Investment project.
Responding to strong interest by MPW and Indonesian RBOs, plans were finalized in late March to start with a workshop for Indonesian RBOs in Solo City on 5-6 April. NARBO will then use the experience from this workshop to organize a regional workshop later in 2011. Workshop results will also feed into the Basin Stream of ADB’s Water CoP, and NARBO’s planned activities including the Executive Retreat for Top RBO Management cum International Seminar on the Use of Corporate RBOs in Malang in June 2011, the 7th IWRM Regional Training Program in Colombo in November, and NARBO support for the 2nd Asia-Pacific Water Summit in Bangkok in February 2012.
Objectives
The workshop will familiarize Indonesian RBO and MPW staff with different types of leadership that are needed to gain results from the IWRM process in their basins, and explore actions to strengthen leadership in their respective organizations.
Three leadership themes will be addressed:

Organizing a basin dialogue and stakeholder collaboration “across boundaries”

Innovation and better project management involving central-basin-local government collaboration
-
RBO performance, including human resource development, and benchmarking
Participants are required to contribute leadership case studies for one of the three themes in advance, and to develop recommendations and follow-up actions that can be taken by their RBO for immediate implementation.

The workshop is being organized by the Center for River Basin Organizations and Management (CRBOM) based in Solo, Indonesia, in collaboration with Jasa Tirta 1 and ADB.

Approximately 50 participants are expected from Indonesian RBOs, the Ministry of Public Works (MPW), CRBOM, ADB, JWA, GWP and knowledge partners including universities.
