Santiago Levy: Starting Small Can Solve Poverty
Santiago Levy is a former Mexican deputy minister of finance and he is also the main architect of the Latin American Progresa-Oportunidades (conditional cash transfer) anti-poverty program. Mr. Levy discusses some of the great benefits of this revolutionary form of poverty alleviation.
