My colleagues and I from the Asian Development Bank are very pleased to be part of this follow-up conference to the International Year of Sanitation. We would like to thank the Government of Japan for creating a venue for us — development partners, practitioners, planners, policymakers and users — to once again re-examine the challenges we are faced with, and to also look at new solutions.

I. Climate Change and Development
In recent months, many of you have been preoccupied with numbers. For example, two degrees centigrade, 450 parts per million, 80% by 2050 and $100 billion a year by 2020. We have become intimately familiar with such numbers and they are indeed significant. However, it is important that we pause to reflect on why our efforts in addressing climate change are so vital.
