This is a major component of the Yunnan Integrated Roads Network Development Project: to build community-based women groups responsible for maintaining the condition of rural roads near their villages.
The road maintenance group consists of 5 to 6 women who are paid based on the number of days they work.

My family doesn't have much land on the hill, only 2 mu (1 mu = 666.67 m2). By maintaining the roads, I earn a regular monthly salary which the government pays. I use this to cover our daily expenses.
VO: The maintenance teams are formed from Dai, Jingpo, De'ang, and Han ethnic groups and even from one of China's smallest ethnic minorities, the Achang.

With the increased income earned from the project implementation, the rural women were able to solve household and farming financial problems while also learning and improving their professional skills in road maintenance.
VO: More importantly, this project gives women confidence and improves their status in the family.
Government officials from the transport sector visit the villages, organize training for the women groups, and monitor their work. The officials exchange views with the women and listen to their opinions and suggestions.
This ADB pilot-tested business model is a performance-based contract system. It significantly improved the efficiency of rural road management and maintenance.

The performance-based contract system lowered administration cost and reduced our workload. This project model should be introduced into other areas. There are now 650 kilometers of roads in Dehong implementing this system.
