About NPRS
Objectives and Scope

In November 2001, the Cooperation Fund in Support of the Formulation and Implementation of National Poverty Reduction Strategies (NPRS) was established as a multi-donor fund. The Government of Netherlands made an initial contribution of 15 million Dutch Guilders (approximately $7.66 million as of 31 December 2006).

Purpose

The NPRS aims to

  • facilitate the in-country processes of poverty reduction, strategy formulation, prioritization, implementation, monitoring, and reformulation
  • strengthen ADB's role in these processes

Objectives

The NPRS helps the governments of ADB's developing member countries (DMCs) to:

  • formulate national poverty reduction strategies, action plans and implementation mechanisms
  • establish monitoring and evaluation systems that ensure the broad participation of civil societies and private sectors in every step of the process
  • establish a conceptual framework for analysis
  • analyze public program and public policy impact on poverty, including a more detailed analysis of the public expenditure framework
  • assess and rate DMC levels of governance
  • formulate systematic alternate strategies in participatory processes, including
    • stakeholder consultation processes
    • participatory poverty assessments
    • consultative advocacy processes
  • promote the implementation of national poverty reduction strategies through better characterization and selection of relevant projects and programs supporting poverty reduction
  • coordinate external funding and division of labor based on their national poverty reduction strategies
  • strengthen the capacities of their staff and other stakeholders for participatory poverty analysis, strategic prioritizing, and sequencing of development investments (e.g. by building on the current ADB poverty reduction briefing and training programs)

Outputs

The NPRS supports these outputs:

  • country-owned, and widely supported, prioritized, and sequenced, national poverty reduction strategies for selected countries frameworks for donor coordination and division of labor
  • substantial outputs for the implementation of the national poverty reduction strategies for selected DMCs, including impact evaluation studies of previous policies, programs, and projects; and selected sector development studies
  • strengthened understanding of poverty, its nature and extent, causes and effects, and strategic implications in DMCs
  • strengthened skills of DMC officials and other stakeholders needed for participating, prioritizing, and contributing to the process of poverty reduction strategy formulation and implementation
  • enhanced collaboration between ADB and other donors in formulating and implementing national poverty reduction strategies

Activities


NPRS supports 3 types of activities:

  1. Collaborative Work with DMC Stakeholders and Research Support
  2. Capacity Building Activities
  3. Participatory and Consultative Process

Collaborative Work with DMC Stakeholders and Research Support

Basic data and other information are collected and analyzed to strengthen the understanding of the nature and extent, causes, and effects of poverty, and to assess public program and policy impact on poverty. Additional research work are done on sector and/or cross-sector issues to prioritize and strengthen the relevance of the future policies and programs on poverty reduction.

Consultants in DMCs will support ADB's role in the process of helping each selected DMC formulate its national poverty reduction strategy. They will be DMC-specific, experienced poverty specialists, and preferably locally recruited. Their responsibilities will depend on the particular country needs and activities of other international organizations and bilateral donors, such as

  • conducting further poverty assessments
  • analyzing the poverty aspects of policies
  • identifying potential weaknesses in planning and prioritizing capacities in the DMC
  • assisting the DMC government in prioritizing and sequencing development interventions
  • establishing systems of participatory monitoring and evaluation of poverty programs
  • helping develop and participate in DMC training
Capacity Building Activities

Trainings for DMC officials and other DMC nationals, such as civil society, are organized in the DMCs where ADB's facilities could be utilized, in collaboration with the ADB Institute and other development institutions. Regional technical assistance coverage include DMCs that were initially selected for other technical assistance. The training aims to

  • improve the skills for participating in the process of national poverty reduction assessment, strategy formulation, monitoring and evaluation, and implementation
  • examine relevant DMC case studies
Participatory and Consultative Process

Consultative processes promote the participation of all stakeholders and civil society in all stages of the formulation, implementation, and monitoring of the national poverty reduction strategies. They are conducted within a DMC or a group of DMCs to disseminate experiences and lessons in the preparation and review of national poverty reduction strategies.

  • administrative facilities
  • materials
  • awareness activities
