ADB Perceptions Survey 2009

Request for Expressions of Interest (EOIs)

  1. The purpose of this letter is to invite interested firms to submit an Expression of Interest (EOI) for the 2009 ADB Perceptions Survey that the Asian Development Bank (ADB) is planning to undertake in the next several months.

  2. This is a follow-up survey to the baseline survey we conducted in 2006, and one of its main objectives is to track changes against the 2006 baseline in the perceptions about ADB of our key stakeholders and opinion leaders across our member countries.

  3. The terms of reference (TOR) for this assignment are attached (marked 'I'). Based on this TOR, we request you to fill out the EOI template to detail how your firm proposes to carry out this global survey. In order to ensure comparability with the 2006 survey results, kindly refer to the report of the 2006 survey, as well as the attached 2006 Survey Questionnaire (marked "II").

  4. While an initial list of countries and sample distribution have been identified (see the TOR) based on our experience from the previous survey and on the subsequent changes in ADB's regional groupings, we are open to your suggestions on the appropriate selection of countries and sample distribution that would ensure comparability with the 2006 survey.

  5. We would also like you to elaborate in the EOI your firm's demonstrated capacity to carry out the survey project, as well as your firm's previous experiences in conducting similar survey projects, preferably involving opinion leaders from a wide range of countries and regions, and preferably those conducted for international organizations such as the ADB.

  6. We have a tight deadline for this project and hence we would like to know that your firm has the requisite resources to dedicate to the project in the expected project timeframe. Our planned timeframe, and detail of indicative survey activities, is attached (marked 'III').

  7. Our maximum budget for the 2009 ADB Perceptions Survey is US$400,000. The Consultants Qualifications Selection or CQS process will be applied. Under CQS, ADB will select the first-ranked firm based on information provided in the EOIs submitted in response to this request for EOIs. Such first-ranked firm will be required to submit a combined technical-financial proposal and then be invited to negotiate a contract. For further information on the CQS process, see Section 2.28 of ADB's Consulting Guidelines.

  8. You are required to provide your EOI in the format attached and marked 'IV' and in accordance with the instructions stated therein. Any material deviation from this specified format will result in rejection of your EOI submission as non-responsive.

  9. The deadline for submissions of EOIs is close of business on Wednesday, 25 March 2009. You may submit your EOI electronically by email to: perceptionssurvey2009@adb.org and/or deliver a conforming hard copy on or before the specified deadline to the following address:

    In the event of discrepancy between the email and a hard copy submission, if any, the hard copy shall be dispositive.

  10. We reserve the right to: (i) reject any and all EOI submissions and cancel this recruitment process at any time, in our sole discretion, and interested firms are responsible for all costs incurred arising out of, or in relation to, this request; (ii) amend or withdraw the TOR, budget, this request for EOIs and all attachments at any time.

  11. EOIs submitted by firms will be evaluated on the basis of the following weighted criteria out of a total of 100 points:

    • General qualifications -- 30 points
      •    Management competence
      •    Technical competence
      •    Geographic competence


    • Proposed Methodology & Work Plan -- 40 points
      •    Comparability
      •    Sampling design
      •    Survey instruments & enumeration techniques
      •    Fieldwork logistics


    • Staffing framework - key positions proposed -- 30 points
      •    Project Director
      •    Principal Methodologist/ Survey Specialist

  12. Please include a copy of your most recent annual report so we can get an idea of the size and scope of your business.

  13. In addition to the information earlier referenced and provided in this request, we recommend that you consult our website at www.adb.org for additional information on ADB.

    Any requests for clarification must be submitted no later than Wednesday, 18 March 2009 to: perceptionssurvey2009@adb.org . A summary of the question and our response will be posted, within 3 days of receipt of such question, at the same link. We suggest you regularly check this link to ensure that you are updated with the substance of all ADB responses to requests for clarification, if any, of this request for EOIs.
