President Kuroda at the International Conference on Judicial Reforms
ADB President Haruhiko Kuroda addressed a 3-day international conference on judicial reforms organized by the Supreme Court of the Philippines which was attended by chief justices and legal luminaries from over 40 countries.

Philippine Vice President At STEP-UP 3rd Anniversary
Philippine Vice President Noli de Castro graces the 3rd Anniversary and Recognition Day of the Strategic Private Sector Partnership for Urban Poverty Reduction (STEP-UP) Program, funded by the Japan Fund for Poverty Reduction of the Asian Development Bank (ADB), which was recently held in the ADB headquarters in Mandaluyong City.

Winnie's Wrath
QUEZON, PHILIPPINES - In late November 2004, devastating flashfloods caused by typhoon Winnie claimed hundreds of lives and damaged vital infrastructure in Aurora and Quezon provinces. The flashfloods damaged the P85 million Agos Bridge which was completed in August 2002 and served as the only link between the towns of General Nakar and Infanta.

Inauguration of ADB-funded public market in Maguindanao.
Undersecretary Margarita "Tingting" Cojuangco of the Department of the Interior and Local Government leads the ribbon-cutting of the new P46.1-million public market in Buluan, Maguindanao. The public market is part of the US$ 60-million Mindanao Basic Urban Services Sector Project (MBUSS) funded by the Asian Development Bank (ADB) to provide basic urban infrastructure and essential support services in 55 local government units in Mindanao, benefiting two million residents, a third of whom live below the poverty line. ADB Issues P2.5 Billion in Philippine Peso Bonds.
The ADB priced its first Philippine bond issue worth P2.5 billion with a maturity of 5 years. HSBC was the issue's sole lead manager and bookrunner. Quezon schoolchildren pass by badly-damaged Agos bridge funded by ADB
High school students walk across Agos bridge in Infanta, Quezon which was heavily damaged by flashfloods in December 2004. Local engineers constructed a temporary bridge to allow passage on the bridge which is the only link between the towns of General Nakar and Infanta. The P85 million bridge was completed in 2003 as part of the Asian Development Bank's Sixth Road Project that will improve road infrastructure and provide all-weather access to less developed rural areas in the countryside to generate development opportunities and promote economic growth.

The Asian Development Bank (ADB) and the World Bank recently launched the report "Decentralization in the Philippines: Strengthening Local Government Financing and Resource Management in the Short Term" which focuses on sources of financing in a decentralized environment and cross-cutting processes to strengthen accountability and resource use. ADB and GTZ to coordinate their assistance for BIMP EAGA
Shamshad Akhtar, Director General of the Asian Development Bank's Southeast Asia Department and Martin Müller, Director, German Technical Cooperation Agency (GTZ), shake hands after signing a Memorandum of Agreement to enhance the coordination of assistance and cooperation between ADB and GTZ in the Brunei-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA). Closer cooperation among the two donors will help ensure the effectiveness and efficiency of their activities in the BIMP-EAGA, an area in which there is renewed international interest. ADB is regional development adviser and has provided support to the BIMP-EAGA through numerous projects and technical assistance since its creation in 1994. ADB Garbage Book receives Bronze Anvil Award.
The Asian Development Bank's (ADB) Garbage Book, which presents the critical garbage situation in Metro Manila in a coffeetablebook, won the Bronze Anvil Award, the overall public relations (PR) tools award given by the Public Relations Society of the Philippines (PRSP) during its 40th Anvil Awards. New ADB President meets President Arroyo
ADB President Haruhiko Kuroda affirmed ADB's strong development partnership with the Philippines in his first meeting at Malacanang Palace recently with President Gloria Macapagal-Arroyo since he assumed office in February. He cited ADB's continuing support to the government's efforts in fiscal consolidation, reforms in the power sector, and improvements in the investment climate.

ADB grant to strengthen LGUs.
Deputy Director-General Augusto Santos of the National Economic and Development Authority (NEDA), Finance Secretary Juanita Amatong and Shamshad Akhtar, Director General, ADB Southeast Asia Department, sign a US$350,000 technical assistance (TA) agreement to support the preparation of guidelines and capacity-building of provincial and local governments for more effective planning and expenditure management. A steering committee, chaired by NEDA Director-General Romulo Neri, together with the Department of Interior and Local Government, Department of Budget and Management, Department of Finance and local chief executives, will supervise the implementation of the TA.

Forum held on prospects for the Philippines

Other panelists are John Forbes and Fredrick Santos of the American Chamber of Commerce in the Philippines.

Dissemination workshop for investment climate study in the Philippines
Philippine Trade Undersecretary Elmer Hernandez speaks before participants attending the "Moving Toward a Better Investment Climate" workshop at the ADB. The workshop discussed the findings of a business survey conducted jointly by the ADB and World Bank which cited the need to improve the investment climate and reduce the cost of doing business in the Philippines.
