Philippines and ADB: Private Sector

Supporting Private Sector Projects

ADB helps the private sector in the Philippines indirectly by advising the Government on policies that create a business-friendly climate. For example, we encourage

  • tariff rationalization
  • fair tax systems
  • protection of contractual and property rights

We help the private sector directly by funding and supporting approved private enterprises, private equity funds, and financial institutions. We also mobilize international capital for private enterprise.

ADB actively supports private sector projects in the Philippines, examples of which are

  • development banks
  • venture capital companies
  • mutual fund
  • expressway rehabilitation and expansion
  • power-generating projects
  • water and sewerage concession
  • airport terminals

Our undertakings include

  • the 2000 North Luzon Expressway Rehabilitation and Expansion Project that will upgrade 84 narrow, neglected, congested kilometers in one of the Philippines' main road arteries.
  • establishment of the Planter's Development Bank in 1986, which focuses exclusively on small and medium enterprises (SMEs) in the Philippines.

ADB also provided comprehensive cover for a specific portion of the Power Sector Restructuring Program through our Partial Credit Guarantee (PCG) product. PCGs are generally used for projects needing long-term funds.
