Monitoring the Implementation of ADB’s Poverty Reduction Strategy

The Enhanced Poverty Reduction Strategy (EPRS) requires that ADB prepare results-based annual reports on the implementation of its poverty reduction strategy (PRS). The new approach replaces the earlier reliance on monitoring lending targets for projects classified as poverty interventions. It adopts a set of indicators, estimating baselines and setting targets for them where feasible. It also identifies issues and lessons requiring management attention to improve implementation. Starting November 2007, the annual poverty reduction report was merged with ADB's development effectiveness report.

In addition to monitoring the progress of its poverty reduction efforts at the institutional level, the Enhanced Poverty Reduction Strategy also suggests monitoring reports at the sector and thematic level.

A comprehensive project classification system tracks ADB's contribution to sector outcomes, strategic development goals, and poverty reduction impact. Poverty reduction impact is monitored by distinguishing between indirect (general intervention) and direct poverty reduction. A project is classified as the latter if it addresses income poverty, supports social and environmental MDGs, and promotes inclusive growth and social development in poor geographical areas.

ADB's Operations Evaluation Department (OED) prepares a series of special studies to assess the impact of ADB supported programs at the project, sector, and country levels.
