Poverty Analysis and Impact Assessment
Guiding Principles
Development results are measured by the partner countries. On the other hand, institutional development partners like the ADB monitor their contribution through knowledge, policy change, and investments.
Each sovereign-financed investment project comprises a Social and Poverty Reduction Strategy Summary (SPRSS) appendix. SPRSS is based on an ex-ante poverty impact assessment (PIA) for which different tools are being used.
The contribution of a project to ADB's overarching goal of poverty reduction is tracked through the project classification system. This system also monitors ADB's contribution to sector outcomes and strategic development goals.
In addition, ADB assess its contribution to poverty reduction and inclusive growth goals through country poverty analysis prepared in the context of formulating its medium-term country partnership strategies.
The new Poverty Handbook provides an overview of poverty impact analysis tools. It presents techniques for more upstream poverty analysis, particularly for incorporating poverty considerations in country stategy formulation and programming as well at the sector level. With the new poverty orientation, ADB is also adjusting other impact and economic analysis tools at the project and program level.
As a supplementary tool, the Handbook on Social Analysis provides guidelines on the social dimensions of poverty as well as on poverty relevant safeguard policies of the Bank such as resettlement and labor standards.
