Special Poverty Funds
Funding Innovations for Poverty Reduction

To promote innovation and support capacity development for poverty reduction in partner countries, ADB administers special multi-donor poverty funds. These are:

• Japan Fund for Poverty Reduction (JFPR) - set up in November 2000 with a substantial commitment ($326 million by June 2006) from the Government of Japan. JFPR is used particularly to promote pilot poverty innovation.
• Cooperation Fund in Support of the Formulation and Implementation of National Poverty Reduction Strategies (NPRS) - set up in 2001 and focuses on strategy and policy formulation in partner countries. It received a contribution of $8 million from the Governments of the Netherlands.
• Poverty Reduction Cooperation Fund (PRF) - established in July 2002. It supports technical assistance and small-scale pilot investment projects with a contribution of $62 million from DFID.
• Poverty and Environment Program (PEP) - financed by the Poverty and Environment Fund (PEF) with contributions from ADB and the governments of Norway and Sweden. It supports learning and small scale interventions on poverty and the environment.
• People's Republic of China (PRC) Regional Cooperation and Poverty Reduction Fund (RC Fund) - established in March 2005. It focuses on regional initiatives with poverty reduction impact related to economic growth, private sector development, good governance, and regional public goods.
