Provide technical inputs and analyses for the identification, design, development, processing and evaluation of loan and technical assistance (TA) projects in the division's regional member countries and ensure economic soundness and consistency with policies and strategies to further development in the transport sector in line with ADB’s Sustainable Transport Initiative. Provide guidance to project teams undertaking activities to administer loan and TA projects, and non-lending products and services (NLPS) in support of ADB’s goal of reducing poverty. Contribute to the development, dialogue, dissemination and evaluation of transport sector policy of the developing member countries (DMCs). Work within general policies, principles and goals, working directly with clients.
Strategy and Planning
- Provide information and analyses for the development of policies, strategies and innovative approaches to further development in the transport sector including issues of transport network development, road asset management, traffic safety improvement, urban mass transport systems, railways, inland waterway transport, and multimodal logistics, in the context of sustainable economic development and poverty reduction.
- Conduct sectoral activities of the division concerning the transport sector.
- Enhance divisional understanding of transport sector issues and opportunities and assist in improving coordination of implementation through a sector work plan.
- Conduct economic and sector work such as the identification and analysis of transport sector development trends, economic analysis for regional and DMC specific sector studies and TAs, etc.
- Provide technical inputs for country programming and contribute to the development of Country Partnership Strategy (CPS) and Country Operational Business Plans (COBPs).
- Participate in interdepartmental sector committees, country teams and working groups on transport sector.
Project Management
- Provide technical inputs in the design, development, and processing of loan and TA projects for the transport sector in the division’s DMCs, and ensure quality of economic analysis and incorporation of key issues.
- Provide guidance, advice and comment to project teams in the administration of sector and program loan and TA projects for the transport sector.
- Identify opportunities for collaborative work and facilitate liaison with development agencies.
Policy and Project Evaluation
- Ensure continuous assessment of the impact of policies, strategies and projects on beneficiaries, the transport sector, and on the overall social and economic development of DMCs.
- Ensure the development impact of transport sector portfolio through monitoring and evaluation.
- Ensure projects reflect policies and strategies for the transport sector and country and are compliant with ADB procedures.
Knowledge Sharing
- Participate in sector and thematic networks around the transport sector and related issues to keep abreast of latest developments and issues.
- Contribute to the preparation of transport knowledge product.
Staff Supervision
- Provide leadership and support to reporting staff.
- Supervise the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
Master's Degree, or equivalent, in economics, preferably with specialization in the transport sector or other related fields. University degree in economics, or equivalent, preferably with specialization in the transport sector or other related fields. When combined with specialized experience of similar organization/s, may be considered in lieu of a Master’s degree.
Work experience
- At least 8 years of relevant experience in the transport sector at senior levels (e.g. leading projects), as well as exposure in the full project cycle (i.e. programming, project processing to project administration)
- International experience working in several countries, preferably including ADB DMCs.
Technical knowledge
- Proven application of expertise within a specific area of ADB's operations (economic, sector or thematic), or breadth across multiple areas with in-depth knowledge within one area
- Able to utilize and share relevant knowledge to benefit the broader ADB community
- Familiar with ADB processes and procedures in public sector operations
People and leadership skills
- When required, able to act as a mission/team leader, exercising supervision coordination, and planning responsibilities over the assigned team, with oversight from the Director or a more senior team leader
- Act as a mentor to more junior team members, providing guidance on projects and processing of loans/technical assistance
- Act as a coach to develop the capabilities/potential of more junior colleagues
- Excellent oral and written communication skills in English
