Contribute to the development and implementation of ADB environment and climate change adaptation program. Provide advice, expertise and support to operations to mainstream environment and climate adaptation into ADB operations. Support the coordination and implementation of cross regional cooperation initiatives. Develop knowledge products and disseminate these through training delivery as well as internal and external networks. Work within general policies, principles and goals, working directly with clients.
a. Policies, Strategies and Frameworks
- Significantly contribute to the review and update of ADB’s strategies on environment and climate adaptation.
- Prepare country or sub-regional assessments, including inputs for country programming to ensure environment and adaptation are incorporated in Country Partnership Strategies/Country Partnership Strategy Midterm Reviews and Regional Cooperation Strategies/Regional Cooperation Strategy Midterm Reviews.
b. Operational advice and support
- Advise on climate risks in the design and implementation of projects, and identifying necessary corrective action.
- Act as ADB resource person for climate change adaptation.
- Provide environmental review and technical support to operations departments, including participation in project teams, to enhance project quality across various sectors.
c. Promotion of regional cooperation
- Provide support and leadership for the implementation of regional technical assistance (RETA) projects.
- Develop and maintain regional partnerships to enhance knowledge and best practices on environment and climate adaptation matters.
d. Knowledge generation and sharing
- Develop knowledge products (i.e. sector/ thematic studies and assessments, good practices, guidelines, checklists, indicators, roadmaps, etc.), services and partnerships to implement the objectives of the environment policy.
- Conduct awareness training programs for staff, executing agencies of developing member countries (DMCs), and other concerned parties.
- Participate in sector/ thematic committees and networks.
- Actively participate in external networks, and contribute to knowledge sharing and harmonization efforts through conferences, external publications and others.
e. Staff supervision
- Take the role of team leader and supervise the work of team members.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.
- Master's Degree, or equivalent, in Environmental and Natural Resource Management, Environmental Sciences, Economics or Engineering, or related fields. University degree in Environmental and Natural Resource Management, Environmental Sciences, Economics or Engineering, or related fields combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.
Work experience
- At least 10 years of relevant experience in environmental management of projects in various sectors as well as climate change issues, at senior levels (e.g. leading projects)
- International experience working in several countries
Technical knowledge
- Strong multidisciplinary competence combined with substantial expertise in environment management and climate change adaptation, institutions and capacity building
- Knowledge of multilateral environment treaties, DMC policy and regulatory frameworks, common environmental standards, and environment assessment
- Familiarity with operations, policies and procedures of multilateral financial institutions, and experience in processing and implementation of ADB TAs and loans
- Able to utilize and share relevant knowledge to benefit the broader ADB community
People and leadership skills
- When required, able to act as a mission leader / team lead, exercising supervision coordination, and planning responsibilities over the assigned team, with oversight from the Director or a more senior team leader
- Act as a mentor to more junior team members, providing guidance on projects and processing of loans/technical assistance
- Act as a coach to develop the capabilities/potential of more junior colleagues
- Strong interpersonal, conceptual and analytical skills.
- Excellent oral and written communication skills in English
