The position is responsible for (i) inputting and consolidating data at country and indicator level for assigned developing member countries (DMCs) and portfolio indicators, (ii) generating and reviewing portfolio indicators for specific analyses, regular and ad hoc portfolio reports, and special studies, (iii) assisting in the performance of the quality assurance function on sovereign portfolio reports through review of records in eOperations and mainframe, and (iv) providing guidance and support to user departments on the use of project and portfolio management systems, and portfolio reports/indicators.
Works independently on all or a combination of the following transactions and/or clearly defined areas, depending on the assignment/instructions from supervisors (International Staff and/or senior National Staff):
Portfolio Management
• Responsible for generating and performing first level review on assigned sovereign portfolio indicators at ADB-wide level for annual, quarterly and ad-hoc reports (e.g. project approvals, performance rating, compliance of audited project account (APA)/audited financial statement (AFS), contract awards and disbursement projections, procurement statistics, administration missions, changes in scope and implementation arrangements, cost overrun, and other key indicators as may be assigned).
• Prepares statistical inputs and graphs for reports to the Board/Management such as Annual Report, Statement of ADB’s Operations, donor and DMC fact sheets, Quarterly Portfolio Update, Procurement Statistics, Constituency Reports, Annual Portfolio Performance Report.
• Supports the regional departments in the preparation of background paper for country portfolio review, quarterly country portfolio indicators, and country partnership strategy by providing data and historical trends on standard indicators/information for assigned countries. Acts as alternate to the focal point for other assigned countries.
• Assists in the preparation of statistics, and historical trends, for the Operations Review Meetings, Annual Portfolio Performance Report, Quarterly Portfolio Updates and to special studies being undertaken by the Unit.
• Provides assistance to staff on queries relating to the application of particular business process, project administration instructions, and definition/methodology of portfolio management indicators.
• Advises staff on the sources of portfolio information, and provides guidance on the use and preparation of portfolio reports.
Management Information Systems
• Provides technical assistance to staff on the use of various application systems (e.g. eOperations, Operations Dashboards, mainframe applications, approvals database). Reviews and conducts quality checks on validity and completeness of key information.
• Responsible for inputting/updating/performing checks on contract and project-related information, including quarterly portfolio indicators of assigned countries to associated databases/applications.
• Assists in performing user acceptance testing on system functionality of the project processing and portfolio management (P3M)/eOperations system, and provides inputs and feedback in consultation with the team.
• Participates in user acceptance testing on the operations and executive dashboards, reports findings, and monitors accuracy of regular outputs.
Others
• Prepares required information for adhoc requests.
• Performs other duties as may be assigned and reflected in the incumbent’s workplan.
Bachelor’s degree major in Accounting, Business Management, Engineering, Economics, Financial Management, or Computer Science
Work experience
• At least 5 years relevant work experience in supporting project processing, project implementation, and portfolio management
Technical knowledge
• Working knowledge on ADB’s financial instruments and project/portfolio performance reporting systems - PPR, portfolio reports, and portfolio performance indicators
• Working knowledge of ADB’s project administration and financial systems (i.e. eOperations, mainframe), and Lotus Notes applications
• Strong analytical skills; able to analyze relationships among several parts of a problem or situation
• Able to work well with numbers and details
• Proficient in using Excel (including its functions, formulas and creation of charts)
• Able to research, gather, and organize required data and information, and apply appropriate computer skills in analyzing and developing data
• Good understanding of basic statistical concepts
• Good understanding of ADB's operational processes and procedures
