The Senior Risk Management Officer provides analytical support to a team of Risk Management Specialists and is responsible in undertaking credit risk assessment, monitoring, and reporting of ADB's nonsovereign loans (debt), investment (equity), and guarantees with minimal guidance and oversight by supervisors. Areas of investigation include credit, market, reputational and any other risks associated with proposed nonsovereign transactions.
Risk assessment and reporting
• Provides analytical and logistical support to the Risk Management Specialists in assessing the quality and risk profile of proposed transactions, specifically applications for debt, equity investments, and guarantees.
• Independently performs analysis of financial statements, financial projections/models, including downside analysis and stress testing.
• Reviews Concept Clearance Paper, Final Review Memorandum, Report and Recommendation of the President, Term Sheet, Closing Certificate and other forms of transaction documents and internally produced write-ups.
• Drafts Credit Notes and other forms of risk assessment reports for both new and existing transactions. Assigns and evaluates risk ratings.
• Opines on waivers, changes in scope and other amendment requests.
• Recommends risk mitigation measures including relevant covenant structures, security arrangements, risk defeasance arrangements as applicable with the objective of enhancing the risk profile of transactions. Comments and make suggestions on the appropriateness of the financing structure.
• Assists the Risk Management Specialist/s in the preparation for various committee meetings, particularly the Investment Committee.
• Assists the Risk Management Specialist/s in the price validation process by providing relevant benchmarks as well as analysis of risk premium through a risk differentiated methodology.
• Evaluates project implementation and operational problems, and proposes solutions.
Liaison and coordination
• Participates in selected due diligence missions to ensure comprehensive risk assessment of the proposed transaction or conduct independent site visits, if necessary.
• Coordinates with Credit Portfolio Monitoring Division (RMCM) to ensure compliance with portfolio management objectives with respect to exposure limits and diversification requirements. Coordinates with Policy and Systems Unit to ensure adherence to exposure limits.
• Contributes to the implementation of ADB wide strategies such as Strategy 2020.
Research and analysis
• Undertakes project evaluation work, including industry and country research.
• Carries out extensive research on methodologies and best practices developed by other international financial organizations including but not limited to multilateral development banks, commercial banks, and rating agencies with respect to risk assessment frameworks, as well as relevant developments and updated analysis on specific industries, products, sectors, and countries as needed.
• Works on Quarterly Risk Reports and other reports and presentations as needed.
• Prepares periodic project profile reports and manages project databases.
Others
• Performs other credit risk management tasks as and when assigned in a rapidly evolving unit, and as reflected in the incumbent’s workplan.
• Performs special duties assigned by Director-RMCA with respect to ORM-wide initiatives including, among other things, development of risk management system, verification of new risk rating tools, refinement of pricing models, WPBF planning. Provides support in the planning of various initiatives designed to facilitate RMCA's growth.
• Provide support to other divisions and units in ORM as and when needed for special projects and tasks.
Bachelor’s degree in Economics, Finance, Accounting or other relevant fields of study; a Certified Public Accountant (CPA), Chartered Financial Analyst (CFA) preferably with Master's Degree or equivalent
Work experience
• At least 8 years of experience in major commercial banks, rating agencies, or similar financial institutions; preferably in the areas of credit risk assessment and management; and at least 4 years of supervisory experience
Technical knowledge
• Proven ability to evaluate individual loans, guarantees, and direct and indirect equity transactions including impaired accounts.
• Proven ability to undertake background research, analytical and evaluative work on difficult but well defined tasks, collect and organize data and information, apply computer skills in analyzing and developing data, and prepare notes, papers and reports.
• Good familiarity with risk rating tools, loan pricing instruments, and developments in the area of risk management.
• Good computer skills with sound knowledge of common word-processing, spreadsheets, power point, graphics software used within ADB, financial modeling and macro. Strong command of database applications, Visual Basic, and web design software preferred.
• Effective report-writing and communication skills in English.
