The overarching goal of the country partnership strategy (CPS), 2014-2018 is to help Armenia integrate its economy regionally and rebalance it toward more resilient, inclusive, and environmentally sustainable growth. It supports improving transport links, upgrading secondary towns, and strengthening energy security.
The country operations business plan (COBP), 2015-2017 is consistent with the CPS, the findings from the midterm review of ADB’s Strategy 2020, and the government’s Armenia Development Strategy, 2014-2025 and its program for 2014-2017. The COBP also takes into account Armenia’s graduation from concessional financing under the Asian Development Fund in 2017.
The COBP supports three priority sectors: transport, water and other urban infrastructure and services, and energy sectors. The plan includes improving urban roads in Yerevan and in secondary towns, focusing on urban environments and supporting targeted interventions in secondary towns, and helping enhance energy security through the diversification of energy sources and rehabilitation and upgrade of electricity transmission and distribution networks.
In addition, ADB will support reforms that will build public sector capabilities and efficiently allocate public finances to ensure infrastructure sustainability through planning, governance, and adequate funding for operations and maintenance, as well as improve the enabling environment for women entrepreneurs through enhanced policy coordination.

The Public Communications Policy (PCP) recognizes that transparency and accountability are essential to development effectiveness. It establishes the disclosure requirements for documents and information ADB produces or requires to be produced.
The Accountability Mechanism provides a forum where people adversely affected by ADB-assisted projects can voice and seek solutions to their problems and report alleged noncompliance of ADB's operational policies and procedures.
