ADB’s country partnership strategy (CPS), 2010-2014 for Kiribati is aligned with the goals and objectives of the Kiribati Development Plan, 2012-2015, and is consistent with ADB's Pacific Approach 2010-2014. The CPS aims to reduce poverty and promote economic opportunity by improving public management and the delivery of sustainable infrastructure services.
The country operations business plan, 2015-2017 is aligned with the CPS, 2010-2014 and ADB's Midterm Review of Strategy 2020. ADB support for Kiribati’s structural reform program aims to improve corporate governance arrangements and the commercial focus of state-owned enterprises, which are critical in providing goods and services. Improved public financial management will enable the government to improve resource allocation and direct funds to productive areas of the economy (e.g., infrastructure development and maintenance, and meeting social service needs). This is also the focus of the Kiribati Economic Reform Plan developed by the government and development partners, the implementation of which is supported by ADB through ongoing dialogue and a policy-based grant in 2014.

The Public Communications Policy (PCP) recognizes that transparency and accountability are essential to development effectiveness. It establishes the disclosure requirements for documents and information ADB produces or requires to be produced.
The Accountability Mechanism provides a forum where people adversely affected by ADB-assisted projects can voice and seek solutions to their problems and report alleged noncompliance of ADB's operational policies and procedures.
