ADB’s interim Pacific Approach, 2015 serves as the country partnership strategy for Kiribati. It extends the validity of the Pacific Approach, 2010-2014 until the ADB Board of Directors endorses the new Pacific Approach in January 2016. This interim approach guides the country operations business plans (COBPs) of Kiribati and nine other small Pacific developing member countries, and the Pacific regional cooperation business plans.
The COBP 2016-2018 for Kiribati supports the goals and objectives of the Kiribati Development Plan, 2012-2015. It continues ADB support for Kiribati’s structural reform program, which aims to improve corporate governance arrangements and the commercial focus of state-owned enterprises, which are critical for the provision of goods and services. The COBP also provides support for ADB’s ongoing and new infrastructure programs, and for a closer partnership working with the European Union in Kiritimati Island. This is also the focus of the Kiribati Economic Reform Plan developed by the government and development partners. ADB supports its implementation through ongoing dialogue and a policy-based grant in 2014.

The Public Communications Policy (PCP) recognizes that transparency and accountability are essential to development effectiveness. It establishes the disclosure requirements for documents and information ADB produces or requires to be produced.
The Accountability Mechanism provides a forum where people adversely affected by ADB-assisted projects can voice and seek solutions to their problems and report alleged noncompliance of ADB's operational policies and procedures.
