The country operations business plan, 2015-2017, for Samoa is consistent with ADB's Midterm Review of Strategy 2020 and aligned with the Pacific Approach, which serves as the country partnership strategy.
The Pacific Approach aims to deliver sustained, resilient, and improved standards of living for the people of the Pacific. It closely aligns with the aims of the government’s Strategy for the Development of Samoa, 2012-2016, which places priority on macroeconomic stability, sustainable tourism, a reinvigorated agriculture sector, revitalized export markets, and an enabling environment for business development. Improved public sector management and the private sector are key drivers for growth.

The Public Communications Policy (PCP) recognizes that transparency and accountability are essential to development effectiveness. It establishes the disclosure requirements for documents and information ADB produces or requires to be produced.
The Accountability Mechanism provides a forum where people adversely affected by ADB-assisted projects can voice and seek solutions to their problems and report alleged noncompliance of ADB's operational policies and procedures.
