The country operations business plan, 2016-2018 for Samoa is aligned with ADB’s Interim Pacific Approach 2015, which extends the validity of its Pacific Approach 2010-2014; the midterm review of ADB’s Strategy 2020; and the Strategy for the Development of Samoa, 2012-2016.
Following the function of the Pacific Approach, 2010-2014, the interim approach serves as the country partnership strategy for 10 small Pacific developing member countries, including Samoa.
The Strategy for the Development of Samoa places priority on macroeconomic stability, sustainable tourism, a reinvigorated agriculture sector, revitalized exports and the provision of an enabling environment for business development. Improved public sector management and the private sector are seen as key drivers for growth.

The Public Communications Policy (PCP) recognizes that transparency and accountability are essential to development effectiveness. It establishes the disclosure requirements for documents and information ADB produces or requires to be produced.
The Accountability Mechanism provides a forum where people adversely affected by ADB-assisted projects can voice and seek solutions to their problems and report alleged noncompliance of ADB's operational policies and procedures.
