In 2009, the Energy Community of Practice (CoP) of the Asian Development Bank developed a set of indicators covering the 2009 Energy Policy and the ADB’s corporate results framework level 2 indicators. These indicators would be used as a tool to monitor ADB’s policy implementation.
As an initial step towards monitoring policy implementation, baseline information needed to be established. For this purpose, the first report of indicators for ADB’s energy sector operations (2005-2009) was prepared along with a database of these indicators. The Manual for Calculating Energy Output Indicators is a companion publication that explains the methodology used by staff in arriving at the figures in the said report.
ADB's policy implementation would be monitored through the indicators. Success of projects could be measured by meeting indicators specified in the Reports and Recommendations of the President (RRPs). In this light, it is hoped that the manual could guide the user in establishing the necessary data that should be contained in the RRP, which could lead to straightforward calculation of the indicators and ease of monitoring the project. This manual will help consolidate the existing definitions of the indicators and provide steps in calculating the indicators specified in the energy indicators database.
