Description
Tajikistan’s education system was under significant pressure following (i) independence from the former Soviet Union and the consequent cessation of large subsidies, (ii) prolonged civil strife that caused physical damage to an estimated 20% of the school facilities, and (iii) sharply reduced financing to education resulting from an overall downturn in the economy.
There was an urgent need to institutionalize systemic reforms to make primary and general secondary education more affordable, efficient, relevant, and equitable within a coherent and affordable national education development framework. The Asian Development Bank provided emergency-type physical reconstruction under a social sector rehabilitation project and undertook to reform education through a well-informed and participatory process. The Education Sector Reform Project combined top–down and bottom–up approaches in close collaboration with other development partners under the leadership of the Ministry of Education to systematically address urgent reform priorities as part of the national education development framework.
This report validates completion report’s assessment of the project which aims to develop and initiate a prioritized national education development framework with a cost plan to achieve the outcomes of improved efficiency, equity, and quality of primary and general secondary education in Tajikistan.
