With qualified teachers in short supply in lower secondary schools (grades 6-9) and the quality of lower secondary education declining due to rapid rise in student enrolment, the Government of Viet Nam has seen the need to (i) improve teachers' overall performance and their ability to apply the new lower secondary education curriculum, and (ii) increase the number of qualified teachers in lower secondary schools.
