Summary of Environmental and Social Issues

An initial enviromental examination of the 230 kV and 132 kV transmission lines and substations covered by Part A of the Project was conducted by PGCB. Other project components have negligible impact on the environment.

The Project does not involve significant displacement of persons. A maximum of 100 persons who are dispersed along the transmission line will be affected. A short resettlement plan was prepared based on ADB's Policy on Involuntary Resettlement. Minor rerouting of the transmission lines will be considerd during project implementation, which will further reduce the number of affected persons.

The objectives of the Project are (i) corporatization of part of the generation assets of BPDB; (ii) completion of the 230kV ring around Dhaka city and strengthening of the 132kV network; (iii) upgrading of distribution in the Dhaka area; and (iv) assist in project preparation for a training and development institute for the sector. The Project comprises the following: Part A - 230-132kV Transmission System around Dhaka; Part B - Upgrading of the Distribution System in Dhaka; and Part C - Project Preparation for a Training and Development Institute.

Consulting Services
International consultants, to be engaged by REB under Part C of the Project will be recruited in accordance with the Bank's Guidelines on the Use of Consultants.
Procurement under the Project will include equipment and materials for the 230/132 kV transmission system around Dhaka and upgrading of the 22/11/0.4 kV distribution system in Dhaka. The procurement to be financed under the Bank loan will be undertaken in accordance with the Bank's Guidelines for Procurement.
