The objectives of the Project are to (i) further human development through environmental improvements; (ii) improve the urban environment through appropriate urban infrastructure development; (iii) promote the development of effective and sustainable management of urban services; and (iv) support economic growth through the development and management of sustainable and well-planned infrastructure development, and provision of urban services. The scope will include drainage improvements and river training works, infrastructure improvements, such as roads, drainage, a bridge, footpaths, and parking areas; and implementation assistance and training.

Consulting Services
A total of 52 person-months of consultants' input will be required (28 person-months of international and 24 person-months of domestic consultants) with the international consultants composed of a municipal engineer/implementation expert, a bridge engineer and a hydraulics engineer, and the domestic consultants composed of an architect and urban planners. Advance action to recruit consultants was approved by the Bank on 20 March 1998.
The bridge contract in Phuentsholing will follow international competitive bidding procedures. As the size of various civil works will be extremely small, these will be carried out by local contractors on the basis of the Government's local competitive bidding procedures satisfactory to the Bank. Equipment and vehicles required for the Project will be carried out using international shopping procedures and/or direct purchase procedures.
