Project Rationale and Linkage to Country/Regional Strategy The Project, which is formulated as a sector loan, will support the Government's Urban Sector Policy Action Plan, in particular the devolution to urban local authorities of greater responsibility for the provision and financing of urban infrastructure and municipal services. It is based on the Government's overall long-term sector plan (1996-2015) and will support a three-year time slice of the Government's five-year investment plan (1998/99-2002/03). The Project will also support the Bank's regional development strategy outside Colombo and will be complementary to other Bank development initiatives.
