Following the successful implementation of the Low-income Housing Development Project and the Urban Development Sector Project, the Project will support the Government in the urban development and housing sectors with emphasis on promoting regional economic growth through infrastructure and service provision, strengthening local institutional capabilities, developing overall housing finance sector, addressing housing needs of the poor, and improving the access to land by low-income group.

Project Rationale and Linkage to Country/Regional Strategy

The Project, which is formulated as a sector loan, will support the Government's Urban Sector Policy Action Plan, in particular the devolution to urban local authorities of greater responsibility for the provision and financing of urban infrastructure and municipal services. It is based on the Government's overall long-term sector plan (1996-2015) and will support a three-year time slice of the Government's five-year investment plan (1998/99-2002/03). The Project will also support the Bank's regional development strategy outside Colombo and will be complementary to other Bank development initiatives.

Consulting Services
A total of 90 person-months of international consultants and 180 person-months of local consultants' input for project implementation will be required.
Civil works and supply of materials and equipment for road improvements and traffic management, water supply improvements, town center improvements, solid waste management, stormwater drainage improvements, sanitation and sewerage improvements, and low-income community upgrading will be required.
