Summary of Environmental and Social Issues

The Project will only involve minor construction and as such, transient environmental disturbances normally experienced during construction will be insignificant. The project will preempt or minimize potential adverse environmental impacts, and will enhance the environment through (i) repairing and extending sewer outfalls to increase dispersion and project coral reef systems; (ii) providing an incinerator for safe disposal of hospital wastes; and (iii) promoting recycling, reuse, and composting of solid wastes.

Stakeholder Communication, Participation and Consultation

Extensive consultations were undertaken with NGO's, community members, church and women's groups. Several community meetings were organised with the help of town councils, and discussions were also held with community elders. Stakeholder workshops were also organised

Description

The Project aims to (i) implement institutional reforms in the management of public utilities and environmental resources; (ii) improve the quality and availability of safe drinking water; (iii) rehabilitate and expand sewerage and sanitation system; and (iv) promote hygiene and sanitation through better solid waste management. (Piggybacked to this loan are: Management and Financial Advisory Services for the Restructuring of the Public Utilities Board; and Community Development and Participation Initiatives technical assistance.)

Project Rationale and Linkage to Country/Regional Strategy

The growing demand for adequate water and sanitation services in South Tarawa has stretched the capacity of the existing system. The facilities for basic utilities are in poor state of repair and impair economic growth potential in Kiribati, exposing the population to serious health hazards.
