The objective of the TA is to help the Government achieve its development targets for the urban water supply and sanitation subsector by preparing a provincial towns water supply and sanitation project suitable for external financing. The study will cover five of the seven provincial towns that have not received any assistance for water supply and sanitation development: two towns in the central region and three in the south. In addition, the study will cover three district towns in the central region with the objective of assessing appropriate lending modalities for ADB's future sector interventions at the district level. The study will include: (i) carrying out socioeconomic and environmental analyses for the ensuing Project with particular attention to poverty impact; (ii) conducting technical analyses for each proposed project component, and preparing cost estimates and preliminary designs; (iii) preparing an unaccounted for water reduction program for the project towns; (iv) assessing the financial and economic viability of each project component; (v) developing a sound project implementation structure and related fund flow arrangements, taking into account the planned sector reforms and lessons learned from earlier ADB- financed projects in the sector; and (vi) undertaking training and capacity building activities for the water supply corporations in the Project towns, and preparing long-term training programs for the sector.

Consulting Services
About 57 person-months of consulting services (27 person-months international and 30 person-months domestic) from an international consulting firm in association with local consulting firm or individual domestic consultants will be required. The consultants will have expertise in water supply and sanitation engineering, institutional development, financial and economic analyses, community development, and poverty impact analysis.
