Description

The Project will restore access to some of the most heavily populated agriculturally productive areas in the country by improving the high priority lengths of Highways 5, 6 and 7. In particular, the Project will assist the Government in the improvement of road sections between Pursat-Battambang-Sisophan (RN5), Kompang Thom-Rolous (RN6), and Ky Chon-Kratie (RN7) and of provincial roads feeding into these national roads. The scope of the project includes road improvement; bridge construction and maintenance; and consulting services.

Project Rationale and Linkage to Country/Regional Strategy

The Project roads serve as the prominent trunk roads of the country's road network and require restoration due to their badly deteriorated state. The proposed improvements to provincial roads will ensure reliable all-weather access to the primary road network and enhance agricultural productivity in rural areas.

Detailed design and construction supervision requiring expertise in project and contract management, materials and pavement engineering, social and environmental impact assessment, monitoring and financial accounting. About 311 person-months for international consultants and 720 person-months for local consultants.
Procurement
Civil works contracts for the rehabilitation of national roads and bridges will be awarded on the basis of international competitive bidding and local competitive bidding procedures. For the provincial roads, and some sections of the national roads, force account will be used. Procurement of specialized equipment, especially weighbridges, will be undertaken through international shopping procedures.
