The objective of the Project is to promote economic growth by providing the necessary transport infrastructure in the Project area to create the conditions necessary to reduce endemic poverty. The scope of the Project comprises (i) construction of railway tracks, associated roads, and other facilities, (ii) institutional strengthening of the Guizhou Shuibai Railway Corporation (GSRC), including management information and financial accounting systems; (iii) resettlement of affected people; (iv) environmental protection and mitigation measures; and (v) consulting services.

Project Rationale and Linkage to Country/Regional Strategy

The Project area in western Guizhou has reserves of over 5 billion tons of good quality coal which has low atmospheric pollutants and high heat value. The production of the existing coal mines, and development of other natural resources, have been constrained by inadequate transport infrastructure. Coal mining in this area is being developed in line with the Ninth Five-Year Plan (1996-2000) to meet the demand for high -quality, low-sulfur coal and to reduce the high incidence of poverty in this area. The rural per capita income in this region was Y546 in 1996, only 10 percent of the national average. The Project will allow the economic transport of coal to energy-deficient areas in Guizhou and neighboring provinces. This will also facilitate the establishment of related industries, creating employment and income-generating opportunities that will help to reduce poverty.

Consulting Services
The consultants financed under the loan for the computerization component of the Project will be recruited in accordance with the Bank's Guidelines on the Use of Consultants. Consulting services for construction supervision, monitoring and evaluation of resettlement, and monitoring of environment management will be undertaken by domestic consultants financed by GSRC.
Contracts for civil works, construction materials and equipment financed by the Bank will be procured in accordance with the Bank's Guidelines for Procurement. Other items will be procured following Government procedures for local competitive bidding.
