Description

The Project will support the economic and social development of the southern part of Yunnan Province by removing a major road transport bottleneck between Yuanjiang and Mohei, and help create the conditions necessary to alleviate poverty by providing better access to the economic mainstream for nationally designated poor communities. The Project will also promote and extend sector reforms initiated under previous Bank-financed projects in areas related to (i) highway design standards and construction quality, (ii) road safety, (iii) pricing policy for road users, and (iv) mobilization of non-government financing. A long-term objective of the Project is to promote regional economic cooperation in the GMS by improving a section of the road linking Kunming in the PRC and Chiang Rai in Thailand, and facilitating cross-border trade. The Project scope includes: (i) construction of 147 km of four-lane controlled access toll expressway from Yuanjiang to Mohei, including interchanges, bridges, tunnels, and service areas; (ii) upgrading of about 540 km of feeder roads; (iii) procurement of equipment for traffic engineering and monitoring, toll collection, quality control, road maintenance and safety, tunnel, and feeder road upgrading; (iv) land acquisition and resettlement of affected people; and (v) consulting services for project management, construction supervision, training, and project monitoring and evaluation.

Project Rationale and Linkage to Country/Regional Strategy

Yunnan is the seventh poorest of the 31 provinces of PRC. The Project expressway will help develop the southern part of Yunnan that is particularly destitute. About half of the people living in the Project area are classified as poor (with annual income of less than $80). During processing, a component consisting of feeder roads to poor communities was added to the Project scope at the Bank's initiative, so that it could contribute more directly to poverty alleviation. This will enhance the development impact of the Project. The Project will also facilitate regional cooperation by upgrading part of an important transport corridor in the GMS.

About 56 person-months of international consultant services to be financed under the loan will be recruited in accordance with the Bank's Guidelines on the Use of Consultants. Domestic consultants will be recruited in accordance with local procedures satisfactory to the Bank. Advance procurement action for recruitment of consultants approved on 2 December 1998.
Procurement
All procurement to be financed under the Bank loan will be carried out in accordance with the Bank's Guidelines for Procurement. Procurement proposed for Bank financing will include (i) 18 packages of civil works and 6 packages for tunnel operations, maintenance and feeder road upgrading equipment to be bid under International Competitive Bidding (ICB) procedures; (ii) 3 packages for buildings and ancillary facilities and 3 packages for traffic engineering under Local Competitive Bidding (LCB) procedures; and (iii) 16 packages of quality control, maintenance and feeder road upgrading equipment procurement under International Shopping (IS) procedures. Advance action for procurement was approved on 2 December 1998. Prequalification of civil works contractors is ongoing (deadline for PQ applications was on 5 March 1999).
