The objective of the Project is to establish sustainable irrigated agriculture through the Irrigation Management Transfer (IMT) process and strengthening of Water Users' Associations (WUAs), enhance agricultural extension capacity and capacity of government agencies at provincial and district levels. It is proposed that the Project objectives be achieved by: (i) assisting irrigators to organize themselves into WUAs, which will provide instittutional and management support to participate in the rehabilitation, and O&M of irrigation systems; (ii) rehabilitating selected existing irrigation systems, in cooperation with WUAs; (iii) providing appropriate extension services to farmers in order to help them make rational decisions concerning their farm management and marketing systems; (iv) increasing capacity of the Government of LAO PDR and other government agencies to support and sustain farmer managed irrigation; and (v) providing institution building support to WUAs.

Project Rationale and Linkage to Country/Regional Strategy

Irrigation is recognized as being vital to support the Government's strategy for increasing food production. The improved efficiency of the irrigation sector is an important part of the agriculture sector strategy by Government of Laos, including management of the irrigation sector.

Consulting Services
The total package of consultant services to be provided comprises seven international and six domestic consultants who will be engaged over a six-year period, for a total of 167 person-months of international and 224 person-months of domestic consultant services. Of these ADB will finance the services of 85 person months of international and 84 person months of domestic consultant services. Cofinancing for the remaining 82 person months of international and 140 person months of domestic consultants on a parallel basis is being finalized. International expertise to be financed by ADB will include the IMT Specialist, Agriculture Economist, and Community Development Specialist (Sociologist). Domestic consultants will comprise the Irrigation Engineer and Community Development Specialist (Gender Specialist). Recruitment of consultant services to be cofinanced will be governed by the rules of the cofinancier.
For the rehabilitation of irrigation systems, local competitive bidding (LCB) will be undertaken among prequalified contractors for contracts less than $1.0 million. For projects estimated to cost over $1.0 million, international competitive bidding procedures will be followed. The procurement of equipment will use international shopping procedures for packages less than $0.5 million and through direct purchase if the package is less than $100,000. Office equipment will be procured under international shopping or direct purchase. To expedite project implementation, the Government of Lao PDR has requested for advance procurement action to cover procurement of goods and services, including vehicles and equipment, and engagement of consultants.
