The Project is proposed to include (i) a143.3 km expressway from the boundary between Tianjin and Hebei Province to the boundary between Hebei and Shandong Provinces; (ii) a120.7 km "aid-the-poor" connecting road passing through the poverty counties of Nanpi, Mengcun, Yanshan, and Haixing; (iii) a63.6 km connecting road through Dongguang, Nanpi and Yanshan counties; and (iv) possible assistance for provision of other feeder roads, small-scale industry development, and fresh water supply to improve farming conditions.

Project Rationale and Linkage to Country/Regional Strategy

The increasing demand associated with the PRC's rapid economic growth has created bottlenecks that are evident in all transport modes. Within the Government's strategic framework of major transport corridors and connecting links, attention is also being given to strengthening access to less-developed communities and disanvantaged areas. The proposed Project is designed to (i) promote economic growth by relieving traffic congestion in the Beijingto Shanghai corridor, and (ii) reduce poverty by connecting poor areas to the economic mainstream. Per capita incomes in Hebei Province average 92 percent of the national average and only 45 percent of those of Tianjin Municipality and 77 percent of Shandong Province, the two adjacent regions in the nine poverty counties, per capita incomes of the rural population average less than $100 per annum.
