|The main objective of the Project is to reduce income and deprivation poverty by improving access to quality basic education for poor and vulnerable children, particularly in poorer rural and urban communities. Specific objectives will include improving (i) sustainability and learning environments of education facilities (kindergartens and schools) and expanding their coverage in areas of inadequate capacity; (ii) educational quality and (iii) efficiency and effectiveness of education management. Project activities will be implemented nationwide, with greatest emphasis on improving educational services to the poorest communities in rural and urban areas.|
|The Project is required to support ongoing national efforts to reduce poverty through education. In particular, it will address the need to build on reforms and activities commenced under the ADB financed Education Sector Development Program (ESDP) to increase access to quality primary and secondary education, especially in rural areas and in poorer urban communities. It will also continue ESDP activities for improving efficiency in the sector, including support for greater institutional and financial stability. The Project will support the achievement of the International Development Goals for Mongolia, as well as the achievement of social capital development objectives under the Poverty Partnership Agreement between ADB and Mongolia.|

The project provides for a total of 40 person-months of international services and 754 person-months of domestic consulting services. The international and domestic consultants will support MOSTEC, and other education sector entities covered by SEDP in all aspects of civil works, policy and strategic advice, training and staff development as well as technical assistance on quality improvement. International consultants under the ADB loan will be selected and engaged in accordance with ADB's Guidelines on the Use of Consultants. Domestic consultants will be selected and engaged by the PMU under arrangements acceptable to ADB. Advance action will be taken to select consultants to facilitate the start-up arrangements for SEDP.
All procurement under the ADB loan will be accordance with ADB's Guidelines for Procurement. Procurement of equipment, furniture, vehicles, and materials will be awarded through international shopping for contract packages of less than $300,000 equivalent, in accordance with procedures acceptable to ADB. Small contracts of less than $100,000 equivalent each may be filled by direct purchase. Local competitive bidding will be undertaken for civil works contracts. The PMU will be responsible for overall procurement activities.
