The objective of the TA is to prepare a project suitable for ADB financing in five major cities in Hebei Province The TA would help formulate a project suitable for ADB financing including construction and expansion of wastewater treatment plants and associated wastewater collection facilities in five major cities (Baoding, Chengde, Qian'an, Tangshan, and Zhangjiakou). The TA will (i) evaluate the five proposed subprojects in the broad context of long-term plans and strategies for wastewater management in the Hai-Luan River Basin; (ii) review and confirm the technical, economic, financial, and social feasibility of options proposed under the domestic feasibility studies; (iii) undertake alternative analysis and least-cost analysis for the proposed components under the each subproject; (iv) define and confirm scope and components; (v) prepare cost estimates for the project components, implementation schedule, and financing plan, including arrangements for possible commercial cofinancing and/or private sector investment; (vi) prepare procurement packages for equipment, materials, and civil works, following standard ADB procedures; (vii) review and update the land acquisition and compensation plans; (viii) review and update the environmental impact assessment and prepare a summary environmental impact assessment following the ADB guidelines; (ix) develop participatory strategy; (x) carry out financial and economic analyses of the subprojects; (xi) estimate tariffs that are affordable, allow sufficient cost recovery, and justify need for subsidies as well as tariffs for the poor; (xii) evaluate the potential poverty impact at project level; and (xiii) evaluate institutional requirements for implementing and operating the project facilities on a sustainable basis.

It is estimated that the TA would require 20 person-months (pm) of international consultants inputs and 40 pm of domestic consultants inputs. The international consultants will have expertise in wastewater management, wastewater treatment, sewerage system, financial analysis/economics, environmental, institutional development and social analysis. The domestic consultants will provide services in engineering (wastewater management, wastewater treatment, sewerage system, civil, costing, mechanical, electrical, and instrumentation), environment, financial analysis, sociology, and environmental law.
