An environmental impact assessment (EIA) was undertaken. The summary EIA was circulated to the Board on 24 May 2002 and made available on the ADB website on 7 June 2002. The EIA concluded that the Project's environmental impact is substantially positive, and the benefits greatly outweigh the negative impact. Annual environmental monitoring report have been submitted on time. The Project will affect approximately 5,000 people. Resettlement Plans were prepared for each of the subprojects. During Project implementation, National Research Center for Resettlement of Hohai University has been engaged to undertake external monitoring for the resettlement implementation. Semi-annual monitoring and evaluation reports have been submitted on time.

|The main objectives are to improve the urban environment by reducing environmental pollution through improved wastewater management, and to improve the water quality of surface-water and groundwater resources within and downstream from the project cities. Related objectives include (i) creating or strengthening the capacity of municipal sewerage companies to be efficient and managed on commercial principles; (ii) introducing comprehensive approaches to basin-wide pollution prevention and control; and (iii) improving cost recovery from users through an improved tariff structure, with gradual increases to achieve full cost recovery . The Project has five components, consisting of improved wastewater collection and treatment systems in the respective project cities or urban areas. .|
|Hebei Province covers largest area of the Hai River Basin (54 percent) and is located in the lower reaches of the basin. Water resources in the basin have been threatened from the rapid urbanization and industrialization. Industrial development in Hebei has been particularly heavy and major contributor to the water pollution in the river basin. Currently about 88 percent of industries have their own wastewater treatment plants and about 68 percent of these produce effluent meeting the required standards. In addition, municipal wastewater is being discharged to the receiving water only with rudimentary treatment. The level of environmental protection and pollution control in the basin is under developed and massive interventions are required to clean up the rivers to the water quality standards for water supply (Class III) in downstream municipalities. The Government has recognized the need for environmental improvement and designated the basin as one of three river basins requiring urgent investment on a priority basis.|

Provisions has been made for 90 person-months of international and 160 person-months of domestic consulting to support the Hebei Province Administrative Office and Project Implementing Agencies in project implementation and capacity building. Areas of Expertise include: 1. Technical and Engineering Management (including Tendering and Procurement) 2. Institutional and Managerial Development 3. Financial Management 4. Operations Management 5. PPMS framework and resettlement monitoring 6. Environmental monitoring and reporting.
ADB-financed goods and services will be procured in accordance with ADB's Guidelines for Procurement. Major contracts for equipment will be undertaken through ADB's international competitive bidding procedures, and equipment packages valued under $500,000 will be procured following ADB's procedure for international shopping. Civil works estimated to cost below $8 million per package will be carried out under local competitive bidding procedures acceptable to ADB and in accordance with PRC's Tendering and Bidding Law and procurement regulations.
