Description

The objective of the TA is to assist the Government in the design and implementation of a billing and collection system to reduce accounts receivable. The TA will (i) cover the implementation of a pilot computerized system to support the billing and collection system at a large distribution subsidiary, (ii) formulate recommendations for the improvement of the consumer management process covering billing and collection for electricity customers at all voltage levels, and (iii) provide training for BT's customer service personnel in the use of the system. (This TA is piggybacked to Power Rehabilitation loan.)

Consulting Services
The TA Project will require about 19 person-months of consulting services, comprising 13 person-months of international consulting services with expertise in metering, information systems and consumer credit management, and 6 person-months of domestic consulting services with expertise in information systems. Procurement of computer hardware and software for use under the TA is to be undertaken in accordance with ADB's Guidelines on Procurement.
