Description

The principle objective of the Project is to facilitate sustainable and appropriate solid waste management practices in Rarotonga and Aitutaki. The project will contribute to the achievement of the longer term goals of safeguarding public health and the environment, supporting private sector participation in solid waste management practices, and increasing the public's awareness of responsible solid waste management practices. The Project includes the construction of fully engineered, environmentally sound landfills in Rarotonga and Aitutaki.

Project Rationale and Linkage to Country/Regional Strategy

To help and reverse the environmental degradation caused by inadequate solid waste management practices in Rarotonga and Aitutaki. The Project will assist the Government to improve the efficiency of the delivery of urban services, through institutional reform, encouraging private sector participation.

Consulting Services
Provision has been made for a total of 11 person-months of international consulting services and 30 person-months of local consulting services. Services will include assistance in project management, civil works investigation and design, construction supervision, procurement of goods, and environmental assessment. Consultants will also provide training in landfill management and environmental monitoring. The consultants will be recruited in accordance with the Bank's Guidelines on the Use of Consultants.
Procurement
Provision has been made for two civil works contract estimated to cost $0.3 million and $0.2 million respectively, to be awarded for the construction of the landfills under the Bank's international shopping procedures. A third contract, estimated to cost $0.3 million equivalent, will be awarded under the Bank's international shopping procedures for the supply of landfill operating equipment. Light vehicles and office equipment will be procured by direct procurement procedures.
